The short answer
Express Entry manages applications for federal economic programs. The PNP lets participating provinces and territories nominate people. Some PNP streams use Express Entry, so these are not always separate routes.

Two systems, different roles.
| What to compare | Express Entry | PNP |
|---|---|---|
| Purpose | Federal application management | Provincial or territorial nomination |
| Requirements | One of the federal programs it manages | The particular province’s stream; federal requirements also apply |
| Selection | A candidate pool and invitation rounds | Provincial stream rules and selection processes |
| Connection to a place | Check the federal program’s settlement requirements | Intention to live in the nominating province or territory |
| Application process | Through Express Entry | Express Entry or non-Express Entry, depending on the stream |
Express Entry covers the Canadian Experience Class, Federal Skilled Worker Program and Federal Skilled Trades Program. Their requirements differ.

A nomination can connect to Express Entry.
Express Entry PNP
Requires the provincial stream’s criteria and eligibility for a federal Express Entry program. A nomination adds 600 CRS points.
Non-Express Entry PNP
Uses a separate federal application process after nomination. Express Entry eligibility is not required for this process.
The exact stream matters. “PNP” alone does not describe its full requirements or whether applications are currently open.

Eligibility, invitation and approval are different.
- Eligibility: meeting the applicable program requirements.
- Invitation: being selected to submit a permanent residence application.
- Approval: IRCC’s decision after assessing an application.
A profile in the pool or a provincial nomination does not itself grant permanent residence.

Questions that often get mixed together.
Is PNP part of Express Entry?
Some provincial streams use Express Entry; others use the non-Express Entry process. The specific stream determines the connection.
Does a nomination replace federal eligibility?
For the Express Entry PNP process, both the provincial stream’s criteria and a federal Express Entry program’s criteria apply.
